Job summary

Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, Automotive & Aerospace Center of Excellence and Expertise - Detroit Field Office - AA CEE. The selection will be made and oversight of this position will be maintained by the Detroit Field Office, but the physical location of this position will remain in Boston, MA. .

Major duties

This position starts at a salary of $110,798.00 (GS-13, Step 1) to $144,034.00 (GS-13, Step 10) with promotion potential to $144,034 (GS-13 Step 10). Performs substantive analytical work in examining account related issues for the purpose of trend analysis and problem solving. Develops new concepts in plan, evaluates long range plans to improve trade compliance for the assigned account. Develops measures to determine success of an Account's activities. Applies the principles, laws and regulations with respect to tariff classification and appraisement of imported merchandise; up-to-date and in-depth knowledge of national import trends and issues to make decisions or recommendations that may lead to development of or significant changes to important policies or programs of CBP. Works with the representative of the Account in preparing strategic plans to achieve compliance in a mutually cost-effective way. Monitors account activities, such as verification results, revenue actions, liquidated damages, penalties, investigations, compliance assessments, audits, electronic invoice capabilities, and participation is Custom's programs.

Qualification

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Serving as a technical authority in the enforcement of trade related laws and regulations. Developing new theories and approaches to resolve trade programs. Evaluating trade import and export programs and regulations. Evaluating the impact of new trade legislations or regulations on existing programs. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/11/2023. Residency: There is a residency requirement for all applicants not currently employed by CBP.
